Wash and soak the rice for an hour .
Grind the rice to a fine paste.
Boil the milk , after it boils add cardamom powder and sugar .
Crush the saffron in a mortar and pestle .
Add to the milk .
Now simmer the gas and gradually add the rice paste .
Keep stirring continuously to avoid lumps .
As soon as the milk becomes thick , remove from fire .
Let cool , while it is cooling make sure you stir it at regular intervals to avoid the formation of skin .
Once cool pour the kheer into individual bowls .
Cover with a cling film and refrigerate .
Before serving add mango cubes , drizzle some rose syrup and finally sprinkle some chopped almonds and pistachios .
